   Issued in 2018 (dated 1397/3/29), this Administrative Court of Justice ruling struck down a 2015 Customs Administration circular that had barred rice imports already cleared for order registration from benefiting from Article 11 of the Import-Export Regulations Bylaw, finding that the circular unlawfully stripped importers of vested rights and exceeded Customs' authority.

   Why this link: This 2018 ruling by the Administrative Court of Justice's General Board annuls a restriction on rice exports and imports that had been in force since mid-1395 (2016), directly changing the legal permissibility of rice trade.

   Caveat: Iran's rice trade is also strongly shaped by domestic-harvest shortfalls, seasonal import bans to protect paddy farmers, and FX/import-licensing constraints, so this ruling's isolated effect on trade volumes cannot be cleanly separated from those factors.
